滁州市大气环境质量底线及管控分区研究

在“三线一单”编制工作中, 划定大气环境质量底线和管控分区是关键内容之一。文章以滁州市为研究对象, 描述了大气环境质量底线的划定方法和目标要求, 测算出滁州市各县市区大气污染物分阶段的允许排放量和达标削减比例, 同时划定了7个优先保护区、24个重点管控区和8个一般管控区。针对大气环境管控区提出管控要求, 并对划定成果进行初步应用探索, 以期对其他各市编制“三线一单”工作提供参考。

The delimitation of the bottom line of atmospheric environmental quality and the division of control zones are the key contents in the compilation work of “Three Lines and One List”. In this study, taking Chuzhou City as the research object, the delimitation method and target requirements of the bottom line of atmospheric environmental quality are described. Besides, the allowable emission and reduction proportion of atmospheric pollutants in counties, county-level cities and districts of Chuzhou City in different stages are calculated. In the meantime, 7 priority protection areas, 24 key control areas and 8 general control areas are delimited. In view of the atmospheric environmental control area, the control requirements are proposed and the preliminary application exploration of the delimitation results is carried out. In this way, the study tries to provide reference for other cities in the compilation of “Three Lines and One List”.
